Thank you for taking the time to visit my website; Since you took the trouble to get up to this point, here is some more information about me in a more intelligible than a CV-style format (for those truly interested, a detailed CV is available upon request):

I am a Professor on Personal Data Protection Law at the Faculty of Law & Criminology of the Free University of Brussels (VUB, Vrije Universiteit Brussel), focusing also on Cybersecurity, Intellectual Property, and the broader topic of technology regulation. I work though the Cyber and Data Security Lab (CDSL), where I am its scientific coordinator, as well as through VUB’s Research Group on Law Science Technology & Society (LSTS) and the Brussels Privacy Hub.

As regards personal Data Protection, in addition to my academic involvement (meaning, written word, as viewable here), I have been involved in both law-making and enforcement work.

  • As regards law-making, I participated (representing Greece) in the Working Party on Information Exchange and Data Protection (DAPIX) of the Council of the EU that during the years 2013-2016 worked on the, then drafts, of the EU data protection reform package that ultimately led to the GDPR and the LED. At more or less the same time, also as a representative of Greece, I participated in the Council of Europe’s CAHDATA 2016 – Ad hoc Committee on Data protection that drafted Convention 108+. After these were in place, in Greece I participated in the law-making committee releasing the Greek GDPR & LED-implementing national law (law no. 4624/2019).
  • Other than my involvement in the making of the above, fundamental, data protection legal instruments I have also participated over the years in several Greek and EU law-making committees, going as back as the years 2006-2008 and the, unfortunate, EU Framework Decision 2008/977/JHA onwards;
  • In addition, for the past ten years I have been the representative of Greece (Ministry of Justice) in the Council of Europe’s Consultative Committee (ex- T-PD Committee) for Convention 108+ (ex-108);
  • As regards enforcement work, I have been a Member (alternate) of the Hellenic Data Protection Authority from 2016 until 2021. The HDPA is a CNIL-style DPA, governed by a 12-Member Committee (“Collegial Body”) composed of a President and a Deputy President (both ex-High Court judges) and altogether ten Members. Obviously, it was during our term that the GDPR and the LED came into force in Greece and it was our job to adapt and adopt as best as possible.
  • As regards compliance work, since 2021 I have been the Data Protection Officer of New Democracy, the centre-right (governing) political party in Greece.

In addition, through VUB I have been involved in numerous EU-funded research projects (mostly, Horizon 2020), monitoring legal and ethical compliance – however, this borders also with my involvement with Cybersecurity:

  • Since 2018 I have established VUB’s Cyber and Data Security Lab, connected with its, famous by now, LSTS. CDSL aims to further knowledge, promote awareness, and foster new ideas within the legal framework on cybersecurity and information security, both globally and within the EU. To this end it carries out funded research, assumes advisory roles, publishes its findings and encourages international dialogue within its fields of expertise;
  • CDSL is actively involved and running a number of H2020 research projects on cybersecurity and data protection, of a total VUB contract value exceeding EUR 1,5m over the years 2017-2021 (total projects’ value exceeding EUR 30m).

As regards Intellectual Property, I have:

  • Served as a member of the Board of Directors of the Hellenic Copyright Organisation for two terms;
  • Served in the Greek Committee for the Notification of Online Intellectual Property Rights Infringements;
  • Served as president in the Patent Evaluation Committee, 100-year Anniversary Awards since first Hellenic Patent, organised by the Hellenic Industrial Property Organisation.

Finally, as regards Regulation of Technology under a broader sense, I have suggested that:

In addition to the above, I practice (business) law through  MPlegal, a niche technology law firm. My focus is on startups and mid-size technology companies; In this context,

  • I have consulted Greek Venture Capital firms on both startup-funding EIF (European Investment Fund) financing rounds, first in 2013 (under the so-called JEREMIE project) and, more recently, under the Equifund Initiative, working in particular together with the Velocity Partners VC Fund;
  • I participate (as a non-executive) member in the Board of Directors of technology companies; and, last but not least,
  • I have suggested, through a book, that Greece becomes the next Start-Up Nation.

It is, after all, in this context that, whenever asked, I teach “Entrepreneurship” at the MBA Programme of the University of the Aegean.

On a more personal note,

  • Because I believe that politics is an intrinsic part of regulation, I have been engaged in a centre-right blog in Greece;
  • I like dogs (proud owner of two Labradors for the moment), running marathons (albeit much slower than I wish to) and tattoos – not in this particular order at all times!

Σας ευχαριστώ για την επίσκεψη στον ιστότοπό μου! Αφού φτάσατε ως εδώ, παρακάτω σας παραθέτω κάποια στοιχεία για μένα σε πιο εύληπτη, ελπίζω, μορφή από εκείνη ενός συνηθισμένου Βιογραφικού Σημειώματος (το οποίο, αν πάντως επιμένετε, μπορώ να σας αποστείλω – δυστυχώς όμως, μόνο στα αγγλικά):

Είμαι Καθηγητής Δικαίου Δεδομένων Προσωπικού Χαρακτήρα στο Τμήμα Νομικής και Εγκληματολογίας του Ελεύθερου Πανεπιστημίου των Βρυξελλών (VUB, Vrije Universiteit Brussel), με ειδίκευση επίσης στην Κυβερνοασφάλεια, την Προστασία της Διανοητικής Ιδιοκτησίας καθώς και στη (νομοθετική) ρύθμιση της τεχνολογίας εν γένει. Δραστηριοποιούμαι μέσω του εργαστηρίου Cyber and Data Security Lab (CDSL), του οποίου είμαι ο επιστημονικός υπεύθυνος, καθώς και μέσω του Research Group on Law Science Technology & Society – LSTS, καθώς και του Brussels Privacy Hub.

Σε σχέση με το Δίκαιο Προστασίας Δεδομένων Προσωπικού Χαρακτήρα, επιπλέον της ακαδημαϊκής μου δραστηριότητας (την οποία μπορείτε να δείτε εδώ), έχω αποκτήσει νομοθετική, διοικητική αλλά και πρακτική εμπειρία:

  • Όσον αφορά το νομοπαρασκευαστικό μου έργο, συμμετείχα ως εκπρόσωπος του Υπουργείου Δικαιοσύνης στο Working Party on Information Exchange and Data Protection (DAPIX) του Συμβουλίου της ΕΕ, το οποίο κατά τα έτη 2013-2016 επεξεργάστηκε τα σχέδια Κανονισμού και Οδηγίας (EU data protection reform package) που τελικά διαμορφώθηκαν στον γνωστό μας «GDPR» (ΓΚΠΔ) και την Οδηγία 680/2016. Περίπου την ίδια περίοδο, και πάλι ως εκπρόσωπος του Υπουργείου Δικαιοσύνης, συμμετείχα στην Επιτροπή CAHDATA 2016 – Ad hoc Committee on DataProtection του Συμβουλίου της Ευρώπης, η οποία συνέταξε την, επικαιροποιημένη, Σύμβαση 108 (πλέον γνωστή μας ως Σύμβαση 108+). Στη συνέχεια, σε εθνικό πλέον επίπεδο, συμμετείχα στη νομοπαρασκευαστική επιτροπή για τον ν.4624/2019, για την εφαρμογή του Κανονισμού και την Ενσωμάτωση της Οδηγίας στο ελληνικό δίκαιο.
  • Εκτός από τη συμμετοχή μου στη διαμόρφωση των παραπάνω, βασικών, νομοθετικών κειμένων για το Δίκαιο Προστασίας Δεδομένων Προσωπικού Χαρακτήρα έχω κατά καιρούς συμμετάσχει, για μικρότερο ή μακρότερο χρονικό διάστημα, και σε άλλες εθνικές νομοπαρασκευαστικές επιτροπές πάντα στο ίδιο αντικείμενο, ξεκινώντας από το 2006 και την, ατυχή, ΑΠ 977/2008.
  • Επίσης, κατά τα τελευταία δέκα περίπου έτη εκπροσωπώ το Υπουργείο Δικαιοσύνης στο Συμβούλιο της Ευρώπης, στην Συμβουλευτική Επιτροπή της Σύμβασης 108+.
  • Όσον αφορά τη διοικητική μου εμπειρία, από το 2016 μέχρι το 2021 ήμουν αναπληρωματικό Μέλος της Αρχής Προστασίας Δεδομένων Προσωπικού Χαρακτήρα – χωρίς να χρειάζεται, νομίζω, να τονίσω ότι η πρώτη εφαρμογή του παραπάνω νέου νομοθετικού πλαισίου (GDPR, Οδηγίας 680/2016, ν.4624/2019) έλαχε στη θητεία μας.
  • Όσον αφορά την πρακτική μου εμπειρία, από το 2021 είμαι ο Υπεύθυνος Προστασίας Δεδομένων (DPO – Data Protection Officer) της Νέας Δημοκρατίας.

Επιπλέον, μέσω του Πανεπιστημίου των Βρυξελλών συμμετέχω σε πολυάριθμα Ευρωπαϊκά ερευνητικά προγράμματα (κυρίως, «Ορίζοντας 2020») όπου παρέχουμε υπηρεσίες συμμόρφωσης στο ρυθμιστικό πλαίσιο καθώς και σε ζητήματα ηθικής (ethics) – όμως, αυτά τα προγράμματα αφορούν και την ειδίκευσή μου στην Κυβερνοασφάλεια:

  • Από το 2018 έχω ιδρύσει στο Πανεπιστήμιο των Βρυξελλών το Cyber and Data Security Lab, σε σχέση με το, από τα μεγαλύτερα πλέον στην Ευρώπη νομικό εργαστήριο για θέματα ρύθμισης της τεχνολογίας, LSTS. Στόχος του CDSL είναι (κάνοντας αντιγραφή-επικόλληση από τονιστότοπό του), «to further knowledge, promote awareness, and foster new ideas within the legal framework on cybersecurity and information security, both globally and within the EU. To this end it carries out funded research, assumes advisory roles, publishes its findings and encourages international dialogue within its fields of expertise».
  • Το CDSL «τρέχει», όπως προανέφερα, Ευρωπαϊκά ερευνητικά προγράμματα συνολικής αξίας για το Πανεπιστήμιο άνω του 1,5εκ. Ευρώ (συνολική αξία προγραμμάτων άνω των 30εκ. Ευρώ) για τα έτη 2017-2021.

Σε σχέση με την προστασία της Διανοητικής Ιδιοκτησίας:

Τέλος, σε σχέση με τη νομοθετική ρύθμιση της τεχνολογίας, έχω προτείνει:

Παράλληλα με τα παραπάνω είμαι Δικηγόρος και μέσω της MPlegal παρέχω υπηρεσίες σε νεοφυείς επιχειρήσεις (startups) καθώς και σε επιχειρήσεις τεχνολογίας. Σχετικά με αυτές μου τις δραστηριότητες:

  • Έχω συνεργαστεί με ελληνικά VCs για τη χρηματοδότηση νεοφυών επιχειρήσεων (start-ups) στο πλαίσιο προγραμμάτων του European Investment Fund (EIF) τόσο κατά τον πρώτο σχετικό γύρο στην Ελλάδα (JEREMIE, περίοδος 2013-2016), όσο και κατά τον δεύτερο, και αρκετά πιο ενισχυμένο, αντίστοιχο, του Equifund, συνεργαζόμενος σήμερα με το Velocity Partners,
  • Συμμετέχω ως μη εκτελεστικό μέλος σε Διοικητικά Συμβούλια εταιρειών τεχνολογίας, και, επίσης,
  • Έχω συγγράψει το βιβλίο Start-up Greece: Πως η Ελλάδα θα γίνει το επόμενο Start-Up Nation.

Με απασχολούν ιδιαίτερα ζητήματα επιχειρηματικότητας και βιβλία μου σε αυτό το αντικείμενο έχουν δημοσιευτεί από τις εκδόσεις Σταμούλη και Κλειδάριθμος, εκτός φυσικά από το internet (κυρίως εδώ και εδώ).

Στο πλαίσιο άλλωστε αυτό διδάσκω, όποτε υπάρξει ανάγκη, το μάθημα της «Επιχειρηματικότητας» στο ΜΒΑ του Πανεπιστημίου του Αιγαίου.

Κλείνοντας, αν ήθελα να προσθέσω ακόμα κάτι, σε προσωπικό επίπεδο:

  • Πιστεύω ότι ο πολιτικός διάλογος είναι σημαντικός και έτσι συμμετέχω σε ένα ιστολόγιο για την Κεντροδεξιά,
  • Μου αρέσουν τα σκυλιά (υπερήφανος ανάδοχος, για την ώρα, δύο λαμπραντόρ), οι μαραθώνιοι (οι τρεξιματικοί, όχι οι άλλοι, αν και οι χρόνοι μου πιο πολύ μοιάζουν με των άλλων), και τα τατουάζ – καθένα εκ των οποίων όχι απαραιτήτως με την ίδια σειρά σε κάθε στιγμή της ζωής μου.
